The first state to use the Internet managed school, Madhya Pradesh excels in e-Gov initiatives for citizens

That the Madhya Pradesh government is doing some key work in the area of e-governance explains why it is one of the top performers in our survey. For one, the Gyandoot project in MP, one of the key e-initiatives taken by the state government initiated in January 2000 in the Dhar district of Madhya Pradesh has installed a low cost, self-sustainable, and community-owned rural Intranet system (Soochnalay) that caters to the specific needs of village communities in the district. Centers established since January 2000 are managed by rural youth, selected and trained from amongst the unemployed educated youth of the village.

Services out of the Soochanalays include agricultural information, market information, health, education, women's issues, and applications for services delivered by the district administration related to land ownership, affirmative action, and poverty alleviation. Kiosks are connected to the Intranet through dial-up lines. The Gyandoot-type service is being replicated in the urban areas. Headstart, another grassroots initiative from MP is a program for computer-enabled education in rural elementary schools to improve quality of learning. These initiatives and more have made Madhya Pradesh one of the most impressive states as far as perceived improvement in delivery of government services through e-Governance initiatives go.

MP became the first state to use the Internet to add resources for its community managed Education Guarantee Scheme schools through global citizen partnership enabled by Internet www.fundaschool.org.

GIAN (General Information Access System) provides electronic content in the public library system through Internet and CD Roms. A public information site that watches the WTO and other issues from the point of the Indian farmer has been created through professional economists. Other e-governance works of the MP include computerization of government services.

The emphasis of the state today is to make government departments paperless and computerizing records. The State is planning to implement the development of a portal for integrated service delivery to all the citizens of the state through Internet.

Ongoing projects in the state include a smart card-based driving license and paperless transport offices. Mandi computerization to help farmers to maximize profit and a web-enables treasury system that will facilitate online transaction of payments to and from the Government. Projects in the pipeline include 27 online services to citizens from 16 departments and computerization of collectorates to provide online disposal of applications, cases, and requests submitted.
