Kerala
has emerged as one of the top performers in the e-governance canvas in India.
The land of backwaters has perceived improvements in delivery of government
services by means of e-Gov projects.
Kerala has scored highly on all counts-IT vision, appropriate budget
allocation and translating the planning and the resources available in to
providing improved services to the citizens and corporates. E-initiatives for
citizens that have yielded good results are passport services; judiciary
services, police ad security services, filing tax returns; application for PAN
cards; among others. However, citizen-focused e-initiatives that require some
attention are land records; land registration and sale and purchase of property;
agriculture and power utility service delivery and support.

The quality and availability of services in the judicial and passport
services are found improved due to the e-initiatives in these areas, while there
is very little improvement in the quality and services in the land department.
For corporates, e-initiatives by the municipal corporation show the most
improvement in the quality and availability of service, while the land property
department shows least improvement.
In fact, the land property department is a pain area for Kerala, both in
terms of citizen-oriented and corporate-oriented services. Kerala, as a states
today envisions an ICT led growth and development for its citizens by creating
both physical and connectivity infrastructure, various ICT-enabled G2C
interfaces such as Web, touch screens, IT kiosks, call centers, etc., empowering
government and citizens through imparting IT skills, with specialized focus on
development of local language computing.

Ongoing projects include rural online transaction facilities called e-Pay
and e-Krishi, which are IT enabled service delivery points for citizens in rural
areas for paying bills and agricultural initiatives. The state is also coming up
with an IT enabled information facility called citizens' call center and
friends that will provide information to citizens regarding various Government
departments. There is also the Information Kerala Mission project, which
involves full computerization in urban local bodies and plan monitoring in
500-gram panchayats.
Several projects are also in the pipeline. Projects that are going to be
rolled out in the near future are the statewide area network with fully
functional data center to ensure last mile connectivity and the expansion of the
Friends project to create statewide access point network.
