Taming the Killer Buses
Installing GPRS in Delhis blue line buses will help in tracking their movement, and also monitor traffic violations by the drivers

The PHD Chamber of Commerce has mooted a proposal to the Delhi government that 4,000 blue-line and 3,000 DTC buses plying on Delhi roads should be immediately hooked on to the GPRS System. For the lakhs of Delhi commuters plying on the blue line buses in Delhi, risking their lives everyday, this news would certainly mean some relief.

The project is to be a
self-sufficient model and will be implemented on a public-private partnership model at a cost of Rs 150 crore annually for the next 10 years

"This involves installation of a black box in every vehicle with a back-end support of comprehensive data of the vehicles like name of the owner, route, and other details. This will help the traffic authorities in monitoring violations by the drivers and give them instant penalties through a computer generated penal matrix of fine, linked to the type of violation," says Krishan Kalra, secretary general, PHD Chamber. The chamber has proposed this IT supported intelligent public transport management system for solving the perennial traffic problems of the city at a meeting with the senior functionaries of the Delhi Government recently. "This is an initiative that we have proposed as part of our corporate social responsibility (CSR), and reflects our commitment to usher in the much needed commuter-friendly, safe, and world-class transportation system," says Sanjay Bhatia, president, PHD Chamber.

Moreover, the project is to be a self-sufficient model and will be implemented on a public-private partnership model at a cost of Rs 150 crore annually for the next 10 years thereby implying that the Delhi government would be incurring any direct costs. "The cost will be recovered from the advertisement rights on traffic intersections," Kalra adds. The chamber hasnt yet submitted the paper on the traffic problems of Delhi along with a self supporting PPP model for implementation of IPTS to the Delhi Government, but is expected to do so within a couple of months. "This inclusive model of development is perceived keeping the common man as the focus, and to help spill over the benefits of IT driven technologies," says Bhatia.

The Technology
TCS is the technology partner in the proposal and will provide the technological know-how. The proposal also includes issuance of a smartcard to drivers, for automatically recording violations and cancellation of the driving license after three defaults apart from improving the efficiency of the traffic police.

The system also envisages installation of RFID cards which will further help in checking and preventing over-loading of goods carriers, unauthorized plying of interstate vehicles in the city, control movement of vehicles in high security areas, feed data to a dedicated radio channel airing traffic update round the clock to help people avoid congested roads to make their travel smooth. "It will also help collate data for estimating the traffic volume for better traffic planning, apart from linking police stations and check posts on a Wide Area Network (WAN)," says Kalra.
